  1. About RAWNAQ:

The RAWNAQ project is an EU-funded project which is implemented by the Norwegian Refugee Council and Cordaid. The program aims to create employment opportunities for Internally Displaced People and Returnees through private sector development initiatives. The project has started in January 2020 and will continue till June 2023, implemented in Herat and Kandahar cities of Afghanistan.

The project has two pillars; provision of technical assistance and constant BDS support to micro, small and medium enterprises ((M)SMEs) to further grow, expand and scale-up business operations and undertake innovative solutions to overcome challenges in the selected value chains,  and, on the other hand, supporting youth from displaced and vulnerable host communities/families living in those areas to secure and retain decent jobs in these MSMEs.  

Job Description

Strategic HR plan

Develops a strategic plan for achieving efficient and effective administration and coordination of human resources management. Translates the plan into a concrete action plan. Ensures the implementation of the plan.

Policies and procedures

Coordinates regular salary benchmarks with likewise  organisations. Develops, analyses, and updates Cordaid’s terms of employment including salaries. Oversees the execution of Cordaid’s GO HR policies and procedures for expatriate and national staff. Maintains and revises Cordaid’s HR Manual. Oversees recruitment efforts for all personnel, contracting and end of contract procedures including exit interviews. Oversees staff care and health and safety. Develops context specific new HR policies, approaches, and procedures.

Advice                                                              

Advises and coaches management in the efficient and effective  execution of HRM policies and procedures including optimizing the quality and quantity of staffing in the office and adherence to Cordaid’s values. Recommends new policies, approaches, and procedures to management with regard to managing human resources.

Internal organization                                    

Facilitates and develops organizational re-design with management aligning GO design and procedures. Oversees strategic personnel planning for (new) programs and projects.

Administrative compliance and               

 Oversees the execution of the pay roll, personnel files and support related administrative procedures. Ensures that quality standards in HR policies are respected and applied. Oversees HR department records and reports. Participates in administrative staff meetings. Maintains company directory and other organizational charts. Assists hands-on when necessary.

Integrity                                                         

 Showcases integrity standards as outlined in Cordaid’s integrity policies. Fulfills integrity responsibilities as outlined in Cordaid’s Integrity Framework and Standard Operating Procedures. Actively contributes to a safe environment within their scope of influence by encouraging dialogue, trust, as well as understanding and adherence to Cordaid’s integrity standards and procedures.

Personnel management               

Leads personnel in accordance with the management style of Cordaid, focused on productivity, the professional development of staff and employee satisfaction. Coaches staff and leaves room for professional freedom to determine how to execute the work. Builds on the strengths and talents of staff members to improve team performance. Emphasis team work, project based working and commitment. Ensures efficient use of resources and controls quality of work.

Representation and Knowledge  sharing & learning                       

Representing Cordaid to the staff representative council,national government agencies, unions, courts and other external parties working to comply with and promote effective labor relations. Participates in HR networks of likewise organizations and internal HR Community of Practice. Shares HR knowledge and learns about new HR techniques and methods for developing Cordaid HR practice.

Other                                                              

 Any other duties assigned by the Country Director.

 

Job Requirements

Knowledge, Skills, and Experiences

  • Masters’ Degree or post graduate diploma in human resources management, organizational development, business or public administration or other relevant subject.
  • Minimum of five to seven years’ relevant working experience human resources and organizational development in international NGO environment.
  • Proven track record of developing human resources policies and plans.
  • Strong organizer of one’s own work, setting the right priorities.
  • Behavioral values and skills: accountability, respect, sustainability, diversity & inclusion, cooperation, diplomatic, flexibility, creativity, innovative, result-oriented, negotiation
  • Excellent English or French writing and communication skills.
  • Good knowledge about the local context.

An assessment phase can be part of the selection procedure. The assessment phase usually consists of a technical assessment followed by a competency-based written test and two interviews. However, there may be exceptions for a second interview,  depending on the specific functions of a position.
